大学与科学:社会契约的变迁

摘要 教育与科技相互交错的复杂关系,是社会关心与试图解决的问题。大学与科学的社会契约史,始自欧洲中世纪大学,继之是洪堡社会契约,20世纪下半叶占据主导地位的VannevarBush社会契约,20世纪80年代至今是修订后的社会契约。在科学发展史上,推进大学与科学社会契约发生变革的主要有三股力量:提高科技能力的重要性;公共支出限制;竞争加剧。借用知识创新的视角和方法,重新思考科学资金和大学治理的理性,发现科学的社会运行与大学组织变迁存在着内在的联系。当今大学与科学的关系,与其说是一种新的现象的出现,不如说是原有社会契约的转变。教育科技人才“三合一”战略,是现时期的中国式社会契约。 The complex relationship between education and technology is a problem that society is concerned about and attempting to solve.The history of the social contract between universities and science dates back to medieval European universities,followed by the Humboldt Social Contract,the Vannevar Bush Social Contract that dominated the second half of the 20th century,and the revised Social Contract from the late 1980s to the present.In the history of scientific development,there are three main forces driving the transformation of the social contract between universities and science:the importance of improving technological capabilities;Public expenditure restrictions;Competition intensifies.By borrowing the perspective and methods of knowledge innovation,we rethink the rationality of scientific funding and university governance,and discover the inherent connection between the social operation of science and the changes in university organizations.The relationship between universities and science today is not so much a new phenomenon as a transformation of the original social contract.The"three in one"strategy for educational technology talents is a Chinese style social contract in the current era.
