摘要
弱控制情境下的任务治理构成基层政府治理的常态并衍生出多样化的治理策略。本文构建“任务特征—任务认知—治理策略”分析框架,对Y地A、B两镇农村人居环境整治行动进行全程观察和绩效评估。研究发现,面对同一任务,基层政府往往基于要素的显著性进行任务特征的选择性识别,基于偏好的一致性进行任务重要性和结果相关性的差异化评价,最终形成积极认知与消极认知的分化,驱动相应治理策略的选择并在任务认知的转换过程中进行策略的动态调整,治理绩效作为反馈结果则进一步强化任务认知,从而实现“认知—行动”的双向平衡。本研究从微观的任务认知视角探究弱控制情境下基层政府治理的行动逻辑,进一步丰富和拓展了基层治理研究的理论视角。
Task governance under weak control constitutes the norm of grassroots government governance and gives rise to diversified governance strategies.This study establishes an analytical framework of"task characteristics-task perception-governance strategies"and conducts full-process observation and evaluation of the action of rural living environment improvement in A and B towns of Y area.It founded that faced with the same task,grassroots governments often selectively identify the task characteristics based on the salience of elements,differently evaluate the task importance and outcome relevance based on the consistency interest.This ultimately leads to polarization between positive and negative perceptions,driving the selection of corresponding governance strategies and adjusting them in the process of cognitive transformation.Governance performance as a feedback further reinforces task perception,thus bidirectional balance between perception and action is achieved.This study explores the action logic of grassroots government under weak control from a micro-level perspective of task perception,enriches and expands theoretical perspective of grassroots governance research.
