摘要
政府数字化转型与政务服务优化之间的场域交映,形塑了数字平台助推“高效办成一件事”的新实践。本文采用归纳思维,根植于政务服务“一网通办”的实践过程开展探索性案例研究,拆解数字平台助推“高效办成一件事”的要素与实现机理,并深入挖掘其创新元素与系统集成。研究发现:数字平台助推“高效办成一件事”类似于一个包含了能量输入-作用过程-效能输出-(再)能量输入的循环过程。其中,技术嵌入是数字平台助推“高效办成一件事”的能量输入;平台搭建和组织运行是作用过程的关键环节;协同效应是效能输出,进一步促进了数字技术的升级。同时,这一过程也可以视为一个包含着数字嵌入撬动平台嵌入(技术底座)、技术协同倒逼组织协同(基本原理)、模块逻辑补充科层逻辑(组织机制)、双边互动推动多边互动(实现进路)四组创新元件有序组合的创新集成系统。
The interplay between the digital transformation of government and the optimization of government services has shaped the new practice of digital platforms facilitating"All-in-One-Go."Grounded in the practice of One-stop online government services and adopting inductive reasoning,this article uses an exploratory case to help to meticulously study the elements and mechanisms through which digital platforms facilitate"All-in-One-Go,"and to deeply explore its innovative elements and system integration.We find that the facilitation of"All-in-One-Go"by digital platforms is akin to a cyclical process comprising energy input,action process,efficacy output,and(re)energy input.Technological embedding is the energy input,platform construction and organizational operation are key links,the synergy effect is the efficacy output,and it also further promotes the upgrading of digital technology.Meanwhile,this process can also be seen as an innovative integrated system composed of four sets of innovative elements in an orderly combination:digital embedding leverages platform embedding(technical foundation),technical synergy forces organizational synergy(basic principle),modular logic complements hierarchical logic(organizational mechanism),and bilateral interaction promotes multilateral interaction(path to realization).The relevant conclusions can provide a roadmap for the progressive advancement of the digital transformation of government and the reform practice of"All-in-One-Go,"a"ruler"for efficacy evaluation,and"nodes" for problem diagnosis.
