深圳市2023年“9·7”极端特大暴雨洪涝复盘分析及规划对策研究 被引量:1

摘要 2023年9月7—8日,深圳市发生超历史记录的极端特大暴雨,打破深圳市1952年有气象记录以来7项历史极值。通过对深圳市2023年“9·7”极端特大暴雨雨情、水情、灾情调查分析,采用深圳市水务局、气象局雨量站监测数据,使用HydroMPM(Hydro Multi-Processes Modeling)云平台建立一、二维洪涝数学数值模型,对深圳市2023年“9·7”极端特大暴雨过程进行复盘,分析洪涝灾害产生原因,识别现状防洪排涝工程体系存在的薄弱环节,提出规划设计、工程体系、流域管理、智慧水务、全民参与等对策措施,为揭示高密度城市流域洪涝灾害成因和提出防治对策提供依据。 On September 7-8,2023,extreme heavy rainfall that exceeded the historical record occurred in Shenzhen,breaking 7 historical extremes since 1952,the year of meteorological records in Shenzhen.By investigating and analyzing the rain and water conditions and disaster situation of the"9·7"extreme heavy rainstorm in Shenzhen,use the monitoring data from the rainfall stations of the Shenzhen Municipal Water Affairs Bureau and the Meteorological Bureau.Using HydroMPM(HydroMulti-processes Modeling)modeling cloud platform to establish one-and two-dimensional mathematical numerical models of flooding,to review the"9·7"extreme rainstorm process in Shenzhen in 2023,and to analyze the causes of flooding,identify the existing flood control and drainage engineering system weaknesses,put forward the planning and design,engineering system,watershed management,intelligent water,universal participation and other planning measures,providing a basis for revealing the causes of flood and waterlogging disasters in high-density urban watersheds and proposing prevention and control countermeasures.
