摘要
近年来,少数基层干部工作动力弱化现象时有发生,在一定程度上影响了工作绩效。文章通过构建具有中国特色、符合基层行政逻辑的“精神—组织—环境”(SOE)分析框架,剖析了基层干部工作动力弱化的背后原因和治理路径,指出基层干部工作动力逐渐弱化的原因包括精神、组织和环境三个层面。具体表现为:精神层面的职业倦怠现象、组织管理层面的功能性缺失和工作环境层面的约束条件宽松。提升基层干部工作动力,需要激发内在潜能,助推“不愿为”向“主动作为”转变;完善体制机制,推动“不敢为”向“勇于作为”转变;优化干事环境,助力“不善为”向“能有作为”转变。
In recent years,the phenomenon of weakening the motivation of grassroot officials has occurred from time to time,which has aff ected the work performance of grassroot offi cials to a certain extent.By constructing an analytical framework of“spirit-organization-environment”(SOE)with Chinese characteristics and in line with the logic of grassroot administration,this paper analyzes the reasons behind the weakening of the work motivation of grassroot offi cials and the governance path,and points out that the reasons for the gradual weakening of the work motivation of grassroot offi cials include three levels:spirit,organization and environment.This can be specifically manifested as:job burnout at the psychological level,functional defi ciencies at the organizational management level,and loose constraints at the work environment.To enhance the motivation of grassroot offi cials,it is necessary to stimulate their inner potential and promote the transformation from“unwilling to do”to“active action”;improve the system mechanism and promote the transformation from“dare not do”to“dare to act”;and optimize the working environment and facilitate the transformation from“incompetence”to“capable action”.
