摘要
动物疫病预防控制机构效能评估是对动物疫病预防控制机构管理体系、运行效能和质量水平的综合性判定。本次效能评估以问卷形式,对湖北省辖区动物疫病预防控制机构进行调查,回收问卷并对结果进行赋分。结果显示:湖北省市级和县级动物疫病预防控制机构在专业人员参与度、资金支持力度、实验设备专业度、检测能力水平和培训支持力度等5个维度的总体平均分值分别高于3.5分和3.0分(满分5分):机构层级与赋分指标间存在正相关关系,市级机构在总得分、实验设备专业度和人员参与度等方面与县级机构相比具有明显优势,市、县两级机构在培训支持力度上基本持平。本次效能评估为湖北省优化动物疫病预防控制机构管理体系、充实基层技术力量、推动科研能力建设、合理配置资源以及提高疫病防控能力提供了依据。
Performance evaluation of animal disease prevention and control institutions is designed to comprehensively determine the levels of management system,operational performance and quality of the institutions.The institutions across Hubei Province were evaluated by means of questionnaires that were then collected for grading.The results showed that the institutions at the levels of municipal and county were generally graded above 3.5 and 3.0(out of 5points)on average,respectively,in five dimensions including engagement by professional staff,financial support,specialized laboratory equipment,testing capability and training support;a positive correlation was observed between institutional hierarchy and performance indicators,significant advantages in terms of total scores,specialized laboratory equipment and engagement by staff were presented in the institutions at municipal level,compared to those at county level,but training support was comparable between the two administrative levels.An evidence-based support was provided by the evaluation to optimize the management system of the institutions,to strengthen local technical push forward the construction of scientific research reasonably allocate to improve the capacity of disease prevention and control in Hubei Province.
