摘要
为了解我国基层兽医机构运行效能情况,找出运行中的强项和短板,对中部某省3个县级兽医机构的兽医体系效能评估结果展开分析。结果表明:3个县级兽医机构具备基层动物防疫基本能力并能良好履职。评估强项主要体现在动物疫病防控管理、应急保障、屠宰检疫、兽医实验室检测与诊断等方面:短板主要体现在“人财物”资源配置不足、业务能力存在差距及部门衔接机制不畅等方面。3个县级兽医机构依据评估结果,在增补专业技术人员力量、保障动物防疫检疫等经费科学合理使用、强化部门及各单位的工作有效衔接和协调力度、争取政府支持以改善办公条件方面做了改进。本研究结果为提升基层兽医机构运行效能提供了依据。
In order to investigate the performance of local veterinary services in China,and to identify their strengths and shortcomings,the results of performance evaluation of three veterinary services at the county level in a province of central China was analyzed.The results showed that the three veterinary services were well equipped with basic capabilities for local animal disease prevention and control,enabling them to perform their duties effectively.Their strengths were found in the areas of management of animal disease prevention and control,emergency response,slaughter inspection,and veterinary laboratory testing and diagnosis,and followed by shortcomings,including insufficient allocation of“human,financial and material”resources,gaps in professional competencies and poor interdepartmental coordination mechanisms.Based on the evaluation results,the veterinary services made efforts in recruiting additional professional technicians,ensuring scientific and rational use of funds for animal disease prevention and quarantine,strengthening effective coordination and collaboration among departments and units,and seeking government support to improve their office conditions.A basis was thereby provided by the study for improving the performance of local veterinary services.
