摘要
目的 为应对院外心搏骤停等危急重症对公众健康造成的威胁,苏州市以构建“黄金4分钟”医疗急救圈为目标,旨在通过缩短急救响应时间、优化资源配置,提高院前急救效率与患者生存率,探索超大城市急救体系现代化建设路径。方法 分析苏州医疗急救现状及存在的问题,阐述“黄金4分钟”医疗急救圈的概念及其重要性。重点介绍“黄金4分钟”医疗急救圈建设的总体规划、关键措施和创新特色,并对其建设成效进行评估。结果苏州通过构建快速响应、高效协同、全民参与的急救体系,显著提升了急救服务能力和质量,成功打造华东地区首个“黄金4分钟”医疗急救圈,建设成效明显。结论 苏州市通过技术创新、流程优化与社会动员,验证了“黄金4分钟”医疗急救圈在降低急症死亡率、提升城市韧性方面的可行性。该模式为其他城市尤其是高密度城市医疗急救体系建设提供了可复制的经验和有益借鉴。
Objective To address the threat posed by out-of-hospital cardiac arrest and other critical illnesses to public health,Suzhou City has established the goal of constructing a“Golden 4-Minute”medical emergency circle.This initiative aims to shorten emergency response times,optimize resource allocation,enhance pre-hospital emergency efficiency and patient survival rates,and explore pathways for modernizing emergency systems in megacities.Methods The study analyzed the current status and challenges of Suzhou’s emergency medical services,elaborated on the concept and significance of the“Golden 4-Minute”medical emergency circle,and detailed its overarching plan,key measures,and innovative features.An evaluation of its implementation outcomes was also conducted.Results By establishing a rapid-response,efficient,and publicly engaged emergency system,Suzhou significantly improved its emergency service capabilities and quality,successfully creating the first“Golden 4-Minute”medical emergency circle in East China,with notable achievements.Conclusion Through technological innovation,process optimization,and social mobilization,Suzhou demonstrated the feasibility of the“Golden 4-Minute”model in reducing acute mortality rates and enhancing urban resilience.This approach provides replicable experiences and valuable insights for other cities,particularly high-density urban areas,in building advanced emergency medical systems.
