摘要
【目的】通过对河南省中试基地建设进行研究,提出进一步促进中试基地高质量发展的对策,为加快推动河南省科技成果向现实生产力转化提供重要支撑。【方法】本研究以河南省已建设的61家中试基地为对象,采用调查研究的方法全面分析河南省中试基地的建设现状。【结果】研究发现河南省中试基地存在资金投入结构单一化,中试运营风险高;人才引育存在短板,人才匮乏突出;硬件设施与中试线建设进度滞后,中试服务成效有待进一步提升;政策引导与支持不足等问题。【结论】针对上述问题,从强化多元资金投入机制、加强人才队伍建设、推动中试基地仪器设备开放共享、完善政策支持等角度提出针对性对策。
[Purposes]This study examines the construction of pilot-scale test bases in Henan Province and proposes countermeasures to further promote their high-quality development,providing critical sup⁃port for accelerating the transformation of scientific and technological achievements into real productivity in the region.[Methods]Targeting the 61 pilot-scale test bases established in Henan Province,this re⁃search employs survey methods to comprehensively analyze their current status.[Findings]The study identifies several challenges,including a singular capital investment structure and high operational risks;shortcomings in talent recruitment and cultivation,leading to a pronounced talent shortage;delayed prog⁃ress in hardware facilities and pilot-line construction,resulting in suboptimal service effectiveness;and inadequate policy guidance and support.[Conclusions]To address these issues,targeted recommenda⁃tions are proposed,such as diversifying funding mechanisms,strengthening talent development,promot⁃ing open sharing of equipment and instruments,and enhancing policy support.
