“双碳”目标下河南省生态福利绩效时空演化特征及提升对策研究

Research on the Spatiotemporal Evolution Characteristics and Improve⁃ments Strategies of Ecological Welfare Performance in Henan Province Under the"Dual Carbon"Target

摘要 【目的】利用生态福利绩效衡量河南省17个省辖市和济源产城融合示范区自然资源消耗所产生的福利价值,根据其时空演化特征提出切实提升河南省整体生态福利绩效的优化对策。【方法】基于2013—2022年河南省17个省辖市和济源产城融合示范区样本,运用超效率SBM模型(Slack Based Measure,SBM)评价全省生态福利绩效水平,进行时空演变特征分析。【结果】2013—2022年河南省生态福利绩效均未达到有效状态,呈现V字形变化态势,各地市生态福利绩效均值符合正态分布规律,有12座城市数值在0.5~1,空间分布格局由“北低南高”逐渐转变为“西部低洼”。【结论】需通过因地施策、协同发展,科技创新、减排促绿,强化引领和理念融入等方式促进全省范围内绿色低碳发展水平提升,在实现全省“双碳”目标的同时,提高生态福利绩效水平,推进“以人为核心”的新型城镇化建设。 [Purposes]This study employs ecological welfare performance to measure the welfare value generated by natural resource consumption in 17 prefecture-level cities and the Jiyuan Industry-City Integration Demonstration Zone of Henan Province.Based on their spatiotemporal evolution characteris⁃tics,optimization strategies are proposed to enhance the overall ecological welfare performance of the province.[Methods]Using samples from 17 prefecture-level cities and the Jiyuan Industry-City Integra⁃tion Demonstration Zone(2013–2022),the super-efficiency Slack-Based Measure(SBM)model was ap⁃plied to evaluate the ecological welfare performance levels across Henan Province,followed by spatiotem⁃poral evolution analysis.[Findings]From 2013 to 2022,Henan’s ecological welfare performance remained ineffective,exhibiting a V-shaped fluctuation trend.The average EWP of cities followed a nor⁃mal distribution,with 12 cities scoring between 0.5~1.The spatial distribution shifted gradually from"low in the north and high in the south"to"low-lying in the west".[Conclusions]To achieve the"dual carbon"targets while improving ecological welfare performance and advancing people-centered urban⁃ization,the province should adopt localized policies,coordinated development,scientific and technologi⁃cal innovation,emission reduction,green initiatives,strengthened leadership,and integrated sustainabil⁃ity principles.
