基于分时碳交易的配用电系统两阶段低碳优化

摘要 针对配用电系统低碳运行潜力挖掘不足、产消者主动减排意愿低的问题,提出一种基于分时碳交易的配用电系统两阶段低碳优化方法。构建配用电系统低碳优化运行框架,海量分散的产消者参与内部碳交易,配电网运营商参与外部碳市场平衡内部供需,通过对内自治和对外运营两阶段激励各主体主动减排;从动态用电碳排放强度层面出发,设计引导产消者低碳用电的分时碳交易机制,将其与外部碳交易构成双层碳交易机制;构建电碳耦合视角下配电网运营商和产消者的优化决策模型,提出一种两阶段优化方法以求取各产消者的最优用电策略和配电网运营商的最优交易策略。基于某实际馈线构建一个配用电系统进行仿真分析,结果表明所提方法能够在兼顾双方利益的同时降低系统碳排放,实现互利共赢。 Aiming at the problems of insufficient exploitation of low-carbon operation potential of power distribution and consumption system and the prosumers’low willingness of active emission reduction,a twostage low-carbon optimization method for power distribution and consumption system is proposed based on the time-of-use carbon trading.The framework of low-carbon optimization operation for power distribution and consumption system is constructed,in which the massive and dispersed prosumers participate in the internal carbon trading,the distribution network operators participate in the external carbon market to balance the internal supply and demand,and encourages each subject to actively reduce emission through two stages of internal autonomy and external operation.From the perspective of dynamic carbon emission intensity for electricity consumption,a time-of-use carbon trading mechanism is designed to guide the low-carbon electricity consumption of prosumers,which is combined with the external carbon trading to constitute a doublelayer carbon trading mechanism.An optimal decision-making model of distribution network operator and prosumers is constructed,and a two-stage optimization method is proposed to obtain the optimal electricity consumption strategy of each prosumer and the optimal trading strategy of distribution network operator.A power distribution and consumption system based on an actual feeder is constructed for simulation analysis,and the results show that the proposed method can consider the interest of both parties while reducing system carbon emission,and achieve mutual benefit and win-win results.
