摘要
优化财政支农效率对于全面推进乡村振兴战略至关重要,本文采用2010—2022年甘肃省14个市州面板数据,将财政支农资金划分为固定资产投资和对农民直接补贴支出两部分,通过构建面板门槛模型探究财政对农林牧渔固定资产投资与农民收入的关系。结果表明,农户从财政对农林牧渔固定资产投资中获得的收入存在以地区经济发展水平为门槛的双重效应,由此将14个市州的财政对农林牧渔固定资产投资的效益划分为三个区间。同时,以2022年的截面数据为依据,分别构建三个区间内的地区Pool模型,发现三个区间的地区差异较大。其中,中区间内的财政用于农户直接补贴存在负影响效应,高区间比低区间的正影响效应低。因此,本文结合研究结论,综合提出优化甘肃省财政支农效率的措施。
Optimizing the efficiency of fiscal expenditure for agriculture is crucial for comprehensively advancing the rural revitalization strategy.This study utilizes panel data from 14 prefectures in Gansu Province spanning 2010 to 2022.Fiscal agricultural support funds are divided into two categories:fixed asset investment and direct subsidies to farmers.A panel threshold model is constructed to explore the relationship between fiscal fixed asset investment in agriculture,forestry,animal husbandry,and fishery(AFAHF)and farmer income.The results reveal dual effects of income gains for farmers from this fiscal investment,with the regional economic development level acting as a threshold.The benefits of fiscal AFAHF investment across the 14 prefectures are categorized into three intervals.Furthermore,based on 2022 cross-sectional data,pooled(pool)models are constructed for each interval.Significant regional disparities are found between the three intervals:direct fiscal subsidies to farmers exhibit a negative effect in the middle interval,and the positive effect in the high interval is lower than in the low interval.Consequently,this paper proposes five measures to optimize the efficiency of fiscal agricultural support in Gansu Province,integrating the research findings.
