摘要
东北地区作为中国重要的老工业基地,其振兴发展对中国式现代化全局意义重大。然而,当前东北地区面临着教育链、创新链、社区链协同弱化的困境,陷入“人才流失—企业外迁—税基萎缩—服务衰退”的恶性循环。文章通过分析德国鲁尔区教育链上革新、创新链上重塑、社区链上优化三链联动的转型经验,结合东北地区发展现状,提出了针对性的破解路径:在教育链重构方面,推行双元制本土化与教育联盟整合,深化产教融合,动态优化专业设置;在创新链激活层面,加强中试网络建设,推进科研权益分配机制改革;在社区链强化领域,构建宜居生态,创新治理模式。三链联动框架的构建,有望阻断东北地区发展的负向反馈循环,为东北全面振兴提供新的路径参考。
As a crucial old industrial base in China,the revitalization and development of the Northeast region hold significant importance for the overall advancement of Chinese modernization.However,the Northeast currently faces structural challenges characterized by the fragmentation of its education chain,innovation chain,and community chain,leading to a vicious cycle of“brain drain-enterprise relocation-shrinking tax base-service decline.”This paper analyzes the transformation experience of Germany’s Ruhr region,which involved renewing the education chain,reshaping the innovation chain,and optimizing the community chain through a tri-chain linkage approach.Drawing on this analysis and considering the current development status and challenges of the Northeast,targeted solutions are proposed:for reconstructing the education chain,the paper advocates for the localization of the dual education system and the integration of educational alliances,deepening industry-education collaboration,and dynamically optimizing academic program offerings.In terms of activating the innovation chain,it emphasizes strengthening pilot-scale testing networks and reforming the distribution mechanisms for scientific research benefits.Regarding the reinforcement of the community chain,the paper suggests building livable ecosystems and innovating governance models.By establishing a tri-chain linkage framework,this approach aims to break the vicious cycle hindering the Northeast’s development and provide new pathways for its comprehensive revitalization.
