摘要
生态文明建设关系人民福祉,关乎民族未来。制度建设是生态文明建设的重中之重,完善生态文明制度体系,是为了解决生态文明领域的深层次矛盾和问题。逐步完善生态文明法治建设、健全生态文明制度体系、实施“三北”防护林工程、积极推动生物多样性保护、不断完善环保政策法规制度是新疆坚持和完善生态文明制度体系取得的重要成果。在肯定成绩的同时,也要看到新疆在建设生态文明制度体系中面临生态文明建设任务严峻复杂与地方部分基础力量薄弱、改善生态环境与产业结构偏重、守护生态建设的持久战与维护新疆地区稳定等诸多现实问题。应在习近平生态文明思想与法治思想指导下建设生态文明制度体系,厚植新质生产力,推动产业向绿色发展,落实生态文明建设任务,建立新疆特色的法律保护机制,优化生态环境规划,促进新疆高质量发展。
The construction of ecological civilization is related to people’s well-being and concerns the future of the nation.Institutional development is the top priority of ecological civilization construction.Improving the institutional system of ecological civilization is to solve the deep-seated contradictions and problems in the field of ecological civilization.Gradually improving the legal system for ecological civilization,perfecting the institutional system for ecological civilization,implementing the“Three-North”shelter forest project,actively promoting biodiversity conservation,and constantly improving environmental protection policies,laws and regulations are the important achievements that Xinjiang has made in adhering to and improving the institutional system for ecological civilization.While acknowledging the achievements,we should also recognize that Xinjiang faces many practical problems in building an ecological civilization system,such as the severe and complex task of ecological civilization construction,weak local infrastructure,so it is necessary to emphasize on improving the ecological environment and industrial structure,permanently to safeguard ecological construction,and maintain stability in Xinjiang.Under the guidance of Xi Jinping Thought on Ecological Civilization and Thought on the Rule of Law,we should build an ecological civilization system,cultivate new quality productivity,promote the green development of the industry,implement the task of ecological civilization construction,establish a legal protection mechanism with Xinjiang characteristics,optimize ecological environment planning,and promote high-quality development in Xinjiang.
