产业人才供需适配成熟度评估的基本逻辑与模型构建 被引量:1

摘要 在产业结构升级与数字化转型加速的背景下,产业人才供需失配问题愈发突出,教育与产业需求的脱节是导致供需失配的重要原因。开展产业人才供需适配成熟度评估有助于精准把握产业人才供需适配现状、准确传递产业需求、有效引导人才培养全过程。基于人才培养是评估的逻辑起点和最终目标、产业分工和职业分类是学校专业划分的基本依据、多元主体间的系统联动促进资源的高效配置三个基本逻辑,构建宏观、中观、微观三个层面的产业人才供需适配成熟度评估模型,将适配成熟度分为初始、成长、优化、优秀、卓越等五个级别,可以为科学评估产业链、技术链、岗位链与人才链之间的适配关系提供理论框架,实现多元情景下产业人才供需适配情况的诊断、监测和改进,推动产业人才供需的动态平衡和协同发展。 Against the backdrop of industrial restructuring and accelerated digital transformation,the mismatch between supply and demand of industrial talents has become increasingly prominent,with the disconnect between education and industrial needs being a key cause.Conducting a maturity evaluation for talents supply-demand matching helps to accurately identify the current status and issues of supplydemand matching,precisely communicate industrial demands,and effectively guide the optimization and innovation of the entire talents cultivation process.The evaluation,based on the following logic-talent cultivation as both the starting point and ultimate goal,industrial and occupational classification as the basis for school program division,and multi-party collaboration for efficient resources allocationhas built a maturity evaluation model for talents supply-demand matching across three levels(macro,metro,and micro)with five maturity levels(initial,growing,optimized,excellent,outstanding).This model provides a theoretical framework to evaluate the matching between industry,technology,position and talent chains,enables diagnosis,monitoring and improvement of supply-demand matching for talents in diverse scenarios,and promotes dynamic balance and coordinated development between supply and demand for industrial talents.
