摘要
当前,数字经济已成为驱动经济发展与社会变革的关键力量。在中国整体经济布局中,河南省凭借独特的地理位置、雄厚的产业基础及庞大的人口资源,占据非常重要的战略地位。本文围绕河南省数字经济高质量发展的战略意义、现状分析、瓶颈问题及效率提升路径展开研究。首先,本文指出发展数字经济对推动河南省经济转型升级、培育经济增长新动能、构建现代化治理体系具有重要意义;其次,本文通过分析河南省在 5G 网络、算力设施、核心产业营收等方面取得的成效,同时揭示数字人才储备不足、数据要素市场化配置机制不健全、技术创新能力薄弱等问题仍制约着数字经济效率的进一步提升;最后,本文提出实施数字人才引育工程、健全数据要素市场体系、强化核心技术联合攻关、拓展数实融合应用场景、统筹区域数字基建布局等路径,以推动河南省数字经济效率的全面提升,助力中部地区高质量发展。
The digital economy has become a pivotal force driving economic growth and social transformation.Within China’s overall economic framework,Henan Province holds a strategically signifi cant position owing to its unique geographical location,robust industrial foundation,and substantial population resources.This study examines the strategic signifi cance,current development status,existing bottlenecks,and effi ciency improvement pathways for the high-quality development of Henan’s digital economy.First,it argues that advancing the digital economy is critical for promoting economic transformation and upgrading,fostering new drivers of growth,and building a modern governance system in the province.Second,through an analysis of Henan’s progress in areas such as 5G network deployment,computing power infrastructure,and core industry revenue growth,the paper identifi es ongoing constraints,including insuffi cient reserves of digital talent,an underdeveloped market-oriented allocation mechanism for data factors,and weak technological innovation capacity,which hinder further effi ciency gains.Finally,the study proposes strategic measures such as implementing digital talent cultivation and recruitment initiatives,improving the market system for data factors,strengthening collaborative breakthroughs in core technologies,expanding application scenarios for the integration of digital and real economies,and coordinating the regional layout of digital infrastructure,with the aim of comprehensively enhancing the efficiency of Henan’s digital economy and supporting the high-quality development of Central China.
