摘要
制度型开放是我国深化改革、推动高水平开放的重要举措。通过深化制度型开放,我国能够有效推动更高水平开放,促进技术、资本、数据等新质生产力发展,服务构建“双循环”新发展格局。海南自贸港作为试验田,在制度创新、国际化营商环境建设和数据跨境流动规则探索等方面发挥着关键作用,为全国提供了经验。在海南自贸港建设背景下,我国在贸易投资自由化、规则对接国际化、营商环境优化、数据开放等方面取得显著成就。然而,当前制度型开放仍面临规则衔接不充分、区域发展不平衡、营商环境短板以及跨境数据流动瓶颈等问题。本文将以海南自贸港为例,从成就、问题、意义、实践路径等方面展开深入分析,提出促进制度型开放的对策建议。
The institutional opening-up is key to deepening reforms and advancing high-level opening-up in China.Deepening the institutional opening-up can effectively promote the higher-level opening-up,develop new quality productive forces of technology,capital,and data and so on,and support the construction of a"dual circulation"development pattern in China.As a pilot zone,Hainan Free Trade Port has been crucial in the institutional innovation,the construction of an international business environment,and the exploration into cross-border data flow rules,providing valuable experience for the nation.Under the background of the construction of Hainan Free Trade Port,China has made significant achievements in trade and investment liberalization,alignment with international rules,business environment optimization,and data openness.However,the institutional opening-up currently faces such challenges as insufficient alignment with rules,imbalanced regional development,business environment shortcomings,and bottlenecks in cross-border data flows.With Hainan Free Trade Port as the example,a thorough analysis is made from the achievements,challenges,significance,and practical approaches,then countermeasures and suggestions are put forward to advance the institutional opening-up.
