印尼是老牌的油气资源国以及国际油气合作中产品分成合同的创始国,其油气对外合作历经60余年的发展,合同模式从传统产品分成合同(PSC)逐步演变为更具灵活性的总产品分成合同(GSC)。2017年印尼能矿部推行改革,已形成以GSC为核心的成熟体系。GSC取消了成本回收机制,合同者的税前分成比例由基础分成比例、条件分成比例和滑动分成比例三部分构成。其中基础分成比例原油为43%、天然气为48%,并引入了区块条件与油价联动的滑动调整机制。相对于传统PSC,GSC对于合同者来说,面临的资金压力和投资回收风险更大,特别是在油田勘探开发初期;但优点是放宽了对合同者投入的监管,降低了未来不可回收成本的风险。通过案例测算,GSC的收益显著好于传统PSC,合同者全周期内部收益率达到37.06%,而PSC为22.39%。为了遏制石油产量下滑趋势,印尼政府积极实施国际招标,推动油气领域的国际合作。未来招标将聚焦深层勘探和海上项目,这将是储量规模突破的关键所在。印尼油气合作政策的演进,为国际投资者和中资企业进入印尼油气市场提供了风险与收益平衡的新路径。
Indonesia has a long history as a resource-rich nation in oil and gas and is a pioneer of production sharing contracts(PSC)in international oil and gas cooperation.After more than 60years of collaboration,the contract model has turned from the traditional PSC to a more flexible gross production sharing contract(GSC).In 2017,the Indonesian Ministry of Energy and Mineral Resources implemented reforms to establish a mature system centered around GSC.The GSC eliminates the cost recovery mechanism,and contractors'pre-tax share ratios include a base share ratio,a conditional share ratio,and a sliding share ratio.The base share ratio is 43%for crude oil and 48%for natural gas,and a sliding adjustment mechanism linked to block conditions and oil prices is introduced.Compared to traditional PSC,contractors face increased financial pressure and higher risks in recovering investments under the GSC,especially during the early stages of oilfield exploration and development.However,it has the advantage of reducing oversight of capital and operating expenses and lowering the risk of unrecoverable costs later on.Case studies indicate that returns from GSC are significantly higher than those from traditional PSC,with an internal rate of return of 37.06%over the entire contract period for contractors,versus 22.39%for PSC.To address declining production,the Indonesian government actively promotes international bidding to enhance global cooperation in oil and gas development.Future bidding rounds will pay more attention to deep exploration and offshore projects,which are key to unlocking future reserves.The evolution of Indonesia's oil and gas policies offers international investors and Chinese enterprises a new pathway that balances risks and benefits for entering the Indonesian oil and gas market.
