摘要
继续扩大对外开放是我国在新发展阶段的基本国策,在扩大国际合作中提升核心竞争力、发展新质生产力,建设高水平开放型经济新体制是基本要求。本文在概述我国石油天然气工业30多年来加强国际合作的发展状况和存在的问题,指出开展系统耦合发展的方向和重点,提出了系统耦合发展的策略建议,旨在促进新时期我国石油天然气工业继续扩大对外开放并加大国际合作,为积极利用国内外两种油气资源,确保我国油气能源安全供应提供强有力的支撑。
Opening wider to the outside world is the basic national policy in the new development stage and increasing the core competitiveness,developing new quality productivity force,and building a new system for a high-level open economy are the new requirements.The paper summarizes the development status and existing problems of strengthening China’s oil and gas industry international cooperation for over past 30 years,points out the directions and key points of systematic and coupling development,proposes the strategies and suggestions of the systematic and coupling development so as to promote the opening up and international cooperation of national oil and gas industry in the new period,provide the strong and powerful supports for actively using oil and gas resources at home and abroad,and guaranteeing the national safe supply of oil and gas.
