摘要
随着我国城镇化进入存量发展阶段,交通系统更新从规模扩张转向质量提升新阶段。交通专项体检作为基础设施效能提升的核心技术路径,已成为落实城市高质量发展战略的重要抓手。现行交通体检主要依托城市体检展开,存在维度单一性、综合性不足等局限。以湖州市综合交通体检为例,结合宏观政策要求和城市特色,构建由5大维度、32项指标构成的“目标维度、评价指数、指标体系” 三级体检评估体系,具体包括开放、高效、绿色、智慧和韧性等5个目标维度,量化评估湖州市在对外交通发展、交通运行效率、绿色出行、交通应急与智慧化等方面的水平和存在问题。
As China's urbanization enters the stage of stock development,the update of the transportation system is shifting from scale expansion to a new stage of quality improvement.In this context,the transportation special physical examination,as a core technological path for improving infrastructure efficiency,has become an important lever for implementing the strategy of highquality urban development.The current urban traffic physical examination mainly relies on urban physical examination,which has limitations such as one-dimensional and insufficient comprehensiveness.Taking the comprehensive transportation physical examination in Huzhou as an example,this study combines macro policy requirements and urban characteristics to construct a three-level physical examination evaluation system consisting of 5 dimensions and 32 indicators:"target dimension,evaluation index,and indicator system".Specifically,it includes five target dimensions:openness,efficiency,greenness,wisdom,and resilience,to quantitatively evaluate Huzhou's development level and existing problems in external transportation development,transportation operation efficiency,green travel,transportation emergency and intelligence.
