摘要
随着国际政治和经济格局的变化,全球金融安全网的公平性、包容性与可持续性受到新兴市场和发展中国家的严重质疑。以美欧为主导的国际货币基金组织和央行货币互换体系,区别对待部分新兴市场和发展中国家,成为牟取国际政治利益的工具。政策条件所附带的“声誉风险”,削弱了全球金融安全网在防范化解全球危机中的作用。针对上述问题,本文建议我国相关决策和执行部门在双边、多边国际财经交流合作过程中,推动国际货币基金组织治理结构改革,提升新兴市场和发展中国家的话语权;适度放宽贷款政策条件,尊重受援国家的经济主权和自主改革意愿;加强国际货币互换网络之间的合作机制建设;推动区域金融安排与国际货币基金组织的有序合作,建立一个更具可预测性、覆盖范围更广的全球金融安全网。
With the changes in the international political and economic landscape,the fairness,inclusiveness,and sustainability of the Global Financial Safety Net are being seriously questioned by emerging market and developing economies.The International Monetary Fund and central bank currency swap systems,dominated by the US and Europe,discriminate against certain emerging market and developing economies,turning them into tools for gaining international political leverage.The"reputational risk"associated with policy conditionality undermines the GFSN's role in preventing and mitigating global crises.In response to these issues,this paper suggests that relevant Chinese decision-making and executive departments,during bilateral and multilateral international financial and economic exchanges and cooperation,should advocate for the following:promoting reforms to the IMF governance structure to enhance the representation of EMDEs;moderately loosening IMF loan conditionality to respect the economic sovereignty and autonomous reform aspirations of recipient countries;strengthening cooperation mechanisms among international currency swap networks;and fostering orderly cooperation between regional financial arrangements and the IMF to establish a more predictable and broadly covered GFSN.
