摘要
新型农村集体经济是农村集体产权制度改革的重要成果,也是实现农民增收的关键。通过研究发现,新型农村集体经济组织联农带农增收机制能够提高农民经营性、财产性以及工资性收入,并通过收益分配倾斜政策保障低收入农户共享发展成果来实现农民增收。然而,当前该机制仍面临多重困境,部分基层主体认知偏差导致参与动力不足,专业人才匮乏导致机制运行支撑力薄弱,政策保障与要素流通体系不完善保障力不够,要素充足率与市场化配置水平亟待提升。为此,要引导党员和群众更新观念,激发组织内生动力;加强人才队伍建设,注重人才队伍培养;破除体制机制障碍,促进制度规范完善;完善要素流通体系,提高集体经济运营效率。以此推动新型农村集体经济组织联农带农机制高效运行,为乡村振兴和农民共同富裕提供有力支撑。
A The new rural collective economy is an important achievement of the reform of the rural collective property rights system and also the key to increasing farmers'income.Through research,it is found that the mechanism of the new rural collective economic organizations linking farmers and driving them to increase their income can improve farmers'operating income,property income,and wage income.Moreover,it realizes the increase of farmers'income by implementing preferential income distribution policies to ensure that low-income farmers can share the development achievements.However,currently,this mechanism still faces multiple dilemmas.Cognitive biases of some grassroots entities lead to insufficient motivation for participation.The shortage of professional talents weakens the support for the operation of the mechanism.The imperfect policy guarantee and factor circulation system result in insufficient protection.The adequacy rate of factors and the level of market-oriented allocation urgently need to be improved.Therefore,it is necessary to guide Party members and the masses to update their concepts and stimulate the internal driving force of the organizations;strengthen the construction of the talent team and focus on talent cultivation;remove institutional and mechanism obstacles to promote the standardization and improvement of the system;and improve the factor circulation system to enhance the operational efficiency of the collective economy.By doing so,we can promote the efficient operation of the mechanism of the new rural collective economic organizations linking farmers and driving them to increase their income,providing strong support for rural revitalization and the common prosperity of farmers.
