摘要
探索区域海洋新质生产力的驱动路径是完善促进海洋经济发展体制机制、推动区域协调发展的客观要求。在测算我国沿海地区海洋新质生产力的基础上,从“四链”融合视角切入,揭示区域海洋新质生产力的差异化政策驱动路径。结果显示:(1)从时间维度看,2011—2022年间,我国区域海洋新质生产力整体呈上升态势,结合实际背景可划分为刺激政策影响消化期、供给侧结构性改革期、突发公共事件应对期三个主要阶段。(2)从空间维度看,区域海洋新质生产力呈现早期向低水平集中、后期两极分化的发展态势,高水平地区提升幅度大、速度快,低水平地区发展缓慢,中等水平地区分化现象明显。(3)从政策驱动路径看,考察期内区域海洋新质生产力经历了由多路径分散驱动到单路径创新驱动,再到单路径融合驱动的发展过程。低水平地区主要由“产业链+资金链”政策驱动,中等水平地区由“产业链+创新链”政策驱动,高水平地区由“产业链+创新链+资金链”的融合政策驱动。
Based on the calculation of the development level of new quality productive forces in China s coastal areas,this study adopts the perspective of integrating the“four chains”to systematically analyze the policy-driven pathways for regional marine new quality productive forces.The results show that:(1)From a temporal perspective,between 2011 and 2022,the overall level of regional marine new quality productive forces in China showed an upward trend,which can be divided into three stages:The stimulus policy digestion period,the supply-side structural reform period,and the public health crisis response period.(2)From a spatial perspective,the regional levels of marine new quality productive forces showed a pattern of time-driven polarization,with high-level regions showing significant improvement in both magnitude and speed,low-level regions lingering slowly,and medium-level regions exhibiting clear differentiation.(3)In terms of policy-driven pathways,during the study period,coastal regions experienced a developmental process from multi-path decentralized drives to single-path innovation-driven,and finally to single-path integration-driven models,with notable spatial differences.Regions with low levels of marine new quality productive forces were mainly driven by industrial chain and capital chain policies;medium-level regions were driven by industrial chain and innovation chain policies,while high-level regions can be cooperatively driven through industrial chain,innovation chain and capital chain.
