摘要
系统梳理全球人工智能(Artificial Intelligence,AI)治理研究态势能促进AI治理理论深化和实践探索。文章采用文献计量法、Altmetrics方法和内容分析法,以Web of Science、CNKI和Dimensions数据库中期刊论文为数据来源,构建AI治理理论、技术治理、数据治理和应用场景治理的研究主题理论框架;依据多元主体协同治理理论构建AI协同治理框架;提出加强AI治理学理研究、强化AI技术治理监管、提升AI数据治理水平、拓展AI应用场景治理、深化国际合作共识等策略。
The systematic summary of global artificial intelligence(AI)governance studies can facilitate the development of AI governance theory and practice.Using the methods of bibliometrics,altmetrics and content analysis,this article takes the journal articles in Web of Science,CNKI and Dimensions database as the data source to develop a theoretical framework of the research themes of AI governance theory,technology governance,data governance and application scenario governance.Based on the theory of collaborative governance of multiple subjects,it creates an AI collaborative governance framework.The study proposes strategic recommendations such as strengthening the theoretical research on AI governance,improving AI technology governance regulation,enhancing AI data governance,expanding AI application scenario governance,and deepening the consensus on international cooperation.
