应急广播系统一体化监测平台设计与实现

摘要 为响应国家广播电视总局关于构建功能完善、运行稳定、安全可控的应急广播系统的政策导向,提出基于多模态技术融合的一体化监测平台设计方案,通过整合网络通信协议、数据分析处理算法、智能内容识别引擎、终端状态实时监测及数据库动态管理等技术,构建功能化、模块化的应急广播系统一体化监测平台,旨在实现应急广播全链路状态监测、多场景性能验证以及实时性故障预警,满足国家行业标准规定的系统对接、分级播控及安全传输等核心指标。 In response to the policy guidance of the State Administration of Radio and Television on building a fully functional,stable,safe and controllable emergency broadcasting system,this article proposes a design scheme for an integrated monitoring platform based on multimodal technology integration.By integrating network communication protocols,data analysis and processing algorithms,intelligent content recognition engines,real-time monitoring of terminal status,and dynamic database management technologies,a functional and modular integrated monitoring platform for emergency broadcasting systems is constructed.The platform aims to achieve full chain status monitoring of emergency broadcasting,multi scenario performance verification,and real-time fault warning,meeting the core indicators of system docking,hierarchical broadcasting control,and secure transmission specified in the national industry standard.
