摘要
应急物资调拨是突发事件应对过程中配置资源最常用的措施之一,健全完善城市应急物资调拨机制对于资源利用、保障突发事件应对具有重要意义。现阶段,城市应急物资调拨机制建设仍存在机制建设不健全、职责分工不清、流程操作性不强等问题。针对上述问题,本文基于霍尔三维结构分析方法,从专业、时间、逻辑维度对应急物资调拨机制建设要素进行剖解,提出了城市应急物资调拨机制优化路径,并通过实战案例验证了机制的可行性,以期为城市完善应急物资调拨机制建设提供参考借鉴。
Emergency supplies allocation is one of the most commonly used measures to allocate resources in the responding to incident.Establishing and improving the allocation mechanism is of great significance for resource utilization and ensuring emergency response.Currently,the development of emergency supplies allocation mechanism still faces challenges such as inadequate institutional framework,unclear division of responsibility and weak operational feasibility in procedures.In response to these issues,based on the Hall three-dimensional structure analysis method,this paper dissects the key elements of urban emergency supplies allocation mechanism from professional,temporal,and logical dimensions.It proposes optimization pathways for emergency supplies allocation and verifies the feasibility of the mechanism through practical cases,which will provide reference and guidance for the cities to enhance their emergency supplies allocation mechanism.
