摘要
基于2020年抗击新冠肺炎疫情过程中的应急物资保障情况,对我国应急准备能力、应急物资保障建设现状和应急物资保障能力进行分析。研究显示,我国在应对新冠疫情前期存在应急物资储备不足、产能较低、储备种类单一、储备意识和专业储备能力不足,应急物资物流统筹协调不到位、不公开、不透明,应急物资保障法律不完善等问题。建议吸取抗疫经验,构建由应急物资储备管理体系、应急物流数字化保障体系、应急物资法律制度体系、责任部门应急协调处置体系组成应急物资保障体系,加强应急物资保障能力建设。
Based on the situation of emergency material support in the process of combating COVID-19 in 2020,the emergency preparedness capacity,the current situation of emergency material support construction and the emergency material support capacity of China were analyzed.Research shows that in the early stages of dealing with COVID-19,there are problems such as insufficient emergency supplies reserve,low production capacity,single types of reserves,insufficient reserve awareness and professional reserve capacity,inadequate coordination of emergency supplies logistics,non-disclosure and transparency,and imperfect emergency supplies support laws.It is suggested to construct an emergency material support system composed of emergency material reserve management system,digital emergency logistics support system,emergency material support legal system and emergency coordination and disposal system of responsible departments,so as to strengthen the capacity construction of emergency material support.
