摘要
农民合作社是带动小农户融入现代农业的重要主体,但普遍的合作社异化问题导致其功能发挥与社会期待存在较大差距。产业特性决定社员之间的相互依赖性,是影响合作社是否异化的基础性因素,成员结构则直接决定合作社是否异化。实质规范型合作社的形成要满足产业特性决定社员相互依赖性高、社员同质性较强等严苛条件;模糊规范型合作社在维持核心成员主导格局的同时提升契约执行效率,是当前合作社的主流形态;部分异化发展型合作社是经典合作制难以契合时代环境,转而寻求组织高效运行的适应性策略。推进农民合作社高质量发展要注重对不同类型合作社的分类施策、强化小农户的有效参与、完善政策支持与监管。
Farmer’cooperatives are an ideal form for integrating small-scale farmers into modern agriculture.However,the widespread problem of cooperative alienation has led to a significant gap between their actual functions and social expectations.The industrial characteristics determine the degree of interdependence among members,which is a fundamental factor influencing whether a cooperative is alienated or not.The member structure directly determines whether a cooperative is alienated.The formation of a substantive normative cooperative requires strict conditions such as high interdependence among members and strong homogeneity among members.Fuzzy normative cooperatives maintain the dominant pattern of core members while improving the efficiency of contract execution,which is the mainstream form of current cooperatives.Partially distorted development-type cooperatives are adaptive strategies sought by classic cooperatives when these find it difficult to fit the contemporary environment and instead aim for efficient organizational operation.To promote the high-quality development of cooperatives,it is necessary to focus on differentiated policies for different types of cooperatives,enhance the effective participation of small-scale farmers,and improve policy support and supervision.
