摘要
本研究以北大法宝数据库中411条现行有效集成电路产业政策(143条中央法规与268条地方法规)为研究对象,综合运用文献计量与内容分析法,结合BERTopic模型开展主题聚类。研究发现,我国集成电路产业政策呈“中央顶层设计—地方差异化落实”的协同特征,东部地区政策资源显著优于中西部。通过主题聚类识别出三大核心政策主题:科研基础设施与技术标准构建、产业要素培育与人才引育、财税激励与资本市场赋能。这些主题系统构建起“固本强基—资源整合—创新驱动”的政策支撑体系,揭示了我国集成电路产业在基础技术攻关、资金人才配置及市场化运作方面的战略路径,为产业政策优化与区域协同发展提供量化依据与理论参考。
This study takes 411 current and effective policies(154 central regulations and 268 local regulations)on the integrated circuit(IC)industry from the PKULAW database as the research objects,comprehensively applies bibliometric and content analysis methods,and conducts topic clustering using the BERTopic model.The research reveals that China's IC industry policies exhibit a coordinated feature of"central top-level design-local differentiated implementation,"with policy resources in the eastern region significantly surpassing those in the central and western regions.Through topic clustering,three core policy themes are identifed:construction of scientific research infrastructure and technical standards,cultivation of industrial elements and advancement of technical standards,and fiscal and tax incentives and capital market empowerment.These themes systematically construct a policy support system of "consolidating the foundation-integrating resources-driving innovation,"revealing the strategic paths of China's IC industry in basic technology research,capital and talent allocation,and market-oriented operations.The findings provide quantitative evidence and theoretical references for the optimization of industrial policies and regional coordinated development.
