摘要
坚持系统观念是习近平新时代中国特色社会主义思想的世界观和方法论的重要内容,是中国共产党领导中国人民进行民主实践和制度建设的优良传统,是中国式现代化进程中全面发展全过程人民民主以及推动全过程人民民主制度更加成熟定型的现实需要和时代要求。健全全过程人民民主制度体系与坚持系统观念具有内在的契合性,以系统观念健全全过程人民民主制度体系呈现出民主制度体系建构的系统集成、民主运行载体的系统推进、民主运转环节的系统联动、民主实现机制的系统创新以及民主制度体系与外部环境的系统关联等结构性样态。在新征程上,健全全过程人民民主制度体系必须坚持党的领导,以制度建设为主线,运用系统观念的思维方式和工作方法加强对全过程人民民主制度体系建设的前瞻性设计、全局性谋划、整体性推进,进而推动全过程人民民主制度优势向治理效能的系统性转化。
Applying systems thinking is a vital element of the worldview and methodology of Xi Jinping Thought on Socialism with Chinese Characteristics for a new era.It embodies a great tradition of the Communist Party of China leading the Chinese people in democratic practices and institutional development.Moreover,it meets the practical needs and contemporary requirement for comprehensively advancing whole-process people's democracy in all its facets,while fostering a more mature and well-defined institutional framework for whole-process people's democracy within the process of Chinese modernization.There is an inherent compatibility between improving the institutional system of whole-process people's democracy and upholding systems thinking.Enhancing the institutional system through systems thinking reveals structural patterns such as the systematic integration of democratic institutional construction,the systematic advancement of democratic operational carriers,the systematic coordination of democratic operational links,the systematic innovation of democratic realization mechanisms,and the systematic correlation between the democratic institutions and its external environment.On this new journey,improving the institutional system of whole-process people's democracy must adhere to the Party leadership,take institutional development as the main task,and employ the systems thinking in both mindset and working methods to strengthen forwardlooking design,holistic manner,and a comprehensive approach to constructing the institutional system for whole-process people's democracy.This,in turn,will facilitate the systematic transformation of the institutional strengths of whole-process people's democracy into effective governance.
