摘要
美元在国际货币体系中的霸主地位,与二战后美国政府主动引导是分不开的。特朗普再次入主白宫之后,试图协同使用关税、汇率和安全等工具推动全球贸易与金融秩序“大重构”,以实现所谓的“美国再次伟大”。此举损害了美国政府的国际信誉,引发了国际社会对美元信用的担忧,侵蚀了美元在国际货币体系享有“特权”的逻辑基础,在金融数字化和地缘政治等因素加持下,可能会加速“去美元化”进程,从而为人民币国际化提供了契机。然而,人民币国际化是一个系统性工程,需统筹发展与安全,加强顶层设计,稳慎扎实推进。当前应不断提升国家信誉,持续增强综合实力,有效提高金融效率,加快构建人民币国际循环体系,并借力数字人民币助推人民币国际化。
The Exorbitant Privilege of the US dollar in the international monetary system is inseparable from the active guidance of the US government after World War II.After Trump returned to the White House,his administration attempted to use tariffs,exchange rates,and security tools in a coordinated manner to push for"grand restructuring"of the global trade and financial order to realize the so-called"Make America Great Again".Such actions undermined the international credibility of the US government,triggered concerns over the credit of the US dollar in the international community,eroded the logical basis for the"privileges"enjoyed by the US dollar in the international monetary system,and may accelerate the"de-dollarization"process under the impetus of financial digitalization and geopolitical factors,thus providing an opportunity for the internationalization of the Chinese RMB.However,RMB internationalization is a systemic project that should well balance development and security,strengthen top-level design,and steadily and cautiously advance the process.At present,it is necessary to continuously enhance national credibility,continuously strengthen comprehensive national strength and power,effectively improve financial eficiency,accelerate the construction of the international circulation system of the RMB,and use digital currency to promote RMB internationalization.
