成渝地区双城经济圈构建高水平国际贸易通道:识别标准、政策演进与困境疏解

摘要全球贸易和产业链布局加速重构,在成渝地区建设高水平国际贸易通道,有利于形成国际高标准经贸规则对接与国内地理空间重塑的双重赋能机制,打造内陆开放战略高地,优化“陆海联动、东西互济”的新开放布局,推动从“边境开放”向“境内开放”的深层递进。根据国家顶层文件指向与相关文献,阐释高水平国际贸易通道“高在何处”,从硬件基础设施、软件制度体系、跨国贸易及全球治理服务三个维度进行识别标准分解,并结合成渝地区双城经济圈数据,揭示区域贸易通道建设现状、政策演进与发展困境。基于国内国际经验,提炼“一个牵引系统,两条关键渠道,三重协同机制,系列政策保障”的高水平国际贸易通道建设路径,为培育内陆开放枢纽,疏通向西开放国际通道,统筹“高水平对外开放”与“区域协调发展”战略,构建相互促进的国内国际双循环新发展格局提供政策启示。 Global trade and industrial chain layouts are undergoing accelerated restructuring.Building a highlevel international trade corridor in the Chengdu-Chongqing will facilitate the formation of a dual-empowerment mechanism that aligns international high-standard trade rules with domestic spatial restructuring,creating a strategic highland for inland opening.This will optimize the new open layout of"land-sea linkage and east-west mutual support"and promoting the deep progression from"border opening"to"domestic opening".Based on national policy documents and relevant literature,this paper explains what constitutes a high-level international trade corridor and identifies the criteria for such corridors from three dimensions:hardware infrastructure,software institutional systems,and cross-border trade and global governance services.Combining data from the Chengdu-Chongqing economic circle,this paper reveals the current status of regional trade corridor construction,policy evolution,and development challenges.Drawing on domestic and international experience,this paper distills a high-level international trade corridor construction framework comprising"one driving system,two key channels,three synergistic mechanisms,and a series of policy safeguards".This framework offers policy insights for cultivating inland open hubs,facilitating westward-oriented international trade corridors,coordinating the strategies of"high-level opening-up"and"regional coordinated development",and establishing a mutually reinforcing domestic-international dual circulation new development pattern.
