摘要
中外合作办学已经成为我国高等教育事业不可或缺的重要内容,在高水平教育开放背景下,从宏观上对中外合作办学自身存在的三对矛盾进行深入分析和做出正确选择,有助于认清其发展规律,明确其发展方向。一是关于外国优质教育资源如何转化,要处理好简单移植和消化吸收的矛盾。当前把“四个三分之一以上”确立为评价外国优质教育资源的形式标准,导致中方高校对外国优质教育资源持简单移植的态度。只有消化吸收才能实现外国优质教育资源向国内转化。二是关于中外合作办学形式如何取舍,要处理好设立机构和举办项目的矛盾。机构的优势有限而劣势难以克服,无法推广普及;项目的优势明显而劣势可以消除,由高校自行设立的院系进行管理是最优选择。三是关于教育行政部门职能如何调整,要处理好严格审批限制与强化服务监管的矛盾。建议教育行政部门适度放开审批限制,只审批独立法人机构和颁发外国高校学业证书的项目,同时做好服务监管工作,通过政策引导和监督管理促进中外合作办学提质增效。
Sino-foreign cooperative education has become an indispensable and important part of China’s higher education industry.From the perspective of high-level education openness,in-depth analysis of the three major contradictions existing in Sino-foreign cooperative education from a macro perspective and making correct choices can help to recognize its development laws and clarify its development direction.One is about how to transform high-quality foreign educational resources,that is how to handle the contradiction between direct transplantation and digestion and absorption.The adoption of the“four one thirds”as the formal standard for evaluating high-quality foreign educational resources has resulted in Chinese universities adopting a sim-plistic attitude towards transplanting high-quality educational resources from foreign countries.Only by digesting and absorbing can foreign high-quality educational resources be transformed into domestic ones.The second is about how to choose the form of Sino-foreign cooperative education,that is how to handle the contradiction between establishing institutions and hosting projects.The advantages of the institution are limited and the disadvantages are difficult to overcome,making it difficult to promote and popularize.The advantages of the project are obvious while the disadvantages can be eliminated,and management by the depart-ments established by universities themselves is the optimal choice.The third is about how to adjust the functions of education ad-ministrative departments,that is how to handle the contradiction between strict management and strengthened services.The edu-cation administrative department should moderately lift restrictions and only approve independent legal entities and project that is-sue academic certificates from foreign universities.At the same time,it should provide good services and promote the improve-ment and efficiency of Sino-foreign cooperative education through policy guidance and supervision and management.
