摘要
习近平关于海洋经济重要论述是习近平经济思想的重要组成部分,也是习近平新时代中国特色社会主义思想中最具原创性的思想之一。习近平关于海洋经济重要论述具有严密的复合逻辑:其一,认知迭代逻辑是始于对大农业、区域发展的思考,进而到对海洋强省、海洋强国建设的探索,最终接续到“向海经济”“蓝色经济”“海洋命运共同体”的升华。其二,内涵发展逻辑则涵盖陆海一体化、开放发展、注重质量效益、可持续发展、战略支撑等层面。其三,实践逻辑则突出了产业发展与结构优化、涉海基础设施先行、发挥人才和科技的支撑作用等方面,强调了科技创新、正确处理发展与生态保护关系及建设海洋生态文明的重要性。它展现了与时俱进致力海洋强国建设的理论自觉,推进了当代马克思主义经济学创新发展,为新时代中国特色社会主义思想的体系性发展增添了海洋经济发展新内容。
Xi Jinping’s important expositions on the marine economy are both a key component of his economic thought and among the most original ideas in his theory of socialism with Chinese characteristics for a new era.These discussions exhibit a rigorous logical structure:First,the logic of cognitive evolution begins with reflections on broader agricultural and regional development,progresses to the vision of building a robust maritime province and maritime country,and finally culminates in the conceptual elevation to ideas such as the“ocean-oriented economy”“,the blue economy”,and the“marine community with a shared future”.Secondly,the logic of in-depth development encompasses aspects such as land-sea integration,open development,an emphasis on quality and efficiency,sustainable development,and strategic support.Thirdly,the logic of practical implementation focuses on industrial development through structural optimization,prioritizing marine-related infrastructure,and leveraging talent and technology.It further highlights the importance of technological innovation,the balance between development and ecological protection,and the advancement of marine ecological civilization.These discussions demonstrate theoretical innovation in evolving with the times to advance maritime power development,promote the evolution of contemporary Marxist economics,and add new dimensions to the systematic development of the thought on socialism with Chinese characteristics for a new era in the economic sphere.
