摘要
中美战略博弈冲击了韩国的“对冲”战略。保守派与进步派围绕“对冲”战略产生了理念分歧。保守派(如前总统尹锡悦政府)倡导“价值观外交”,表现出“去对冲”动向,进步派从民族国家立场和现实主义视角出发,批评“价值观外交”损害了国家利益。这种外交理念分歧衍生出涉华话语竞争:保守派宣扬涉华负面舆论,称进步派“媚华通共”,进步派则呼吁从国家利益出发理性看待中韩关系。问卷调查结果显示,韩国民众的外交理念更接近进步派,但在情感上却“亲美疏华”。展望未来,韩国外交很可能随着进步派与保守派政党轮替执政在“对冲”和“去对冲”之间不断转向。保守派会持续煽动涉华负面舆论,以间接推动韩国外交“去对冲”。对于中韩关系而言,吸引韩国民众了解真实的中国,促使其理性看待中韩关系是当务之急。
The strategic competition between China and the U.S.has an impact on South Korea's“hedging”strategy.The ideological divides between conservatives and progressives have emerged over this“hedging”strategy.The conservative side(eg.the former Yoon Suk-yeol Administration)advocates“values diplomacy”,showing a move toward“de-hedging”.The progressive side,grounded in nationalist and realist perspectives,condemns“values diplomacy”for undermining national interests.This ideological rift on diplomacy results in a competition of China-related discourse:the conservative side promotes negative discourse on China,claiming that the progressive side is“pro-China and pro-communist”,while the progressive side calls for a rational view of China-South Korea relations based on national interests.The surveys reveal that the diplomatic ideology of the South Korean public is closer to that of the progressive side,but emotionally they are“pro-U.S.and distance China”.In the future,South Korea's foreign policy is poised to oscillate between“hedging”and“de-hedging”as the progressive and conservative parties alternate in power.The conservative side will continue to incite negative discourse on China,indirectly pushing South Korea's diplomacy toward“de-hedging”.For China-South Korea relations,fostering South Korean public understanding of a real China and rational view on China-South Korea relations has become an urgent priority.
