摘要
舆情已成为影响国家安全与社会稳定、制衡权力的重要力量,深刻影响着全球政治、经济和文化安全格局。近年来,类ChatGPT人工智能的推广应用加速数字时代的发展,同时也加剧了国际话语竞争、政治博弈和国家安全维护的复杂性。类ChatGPT人工智能的普及引发伦理、隐私和法律责任等问题,同时为维护国家安全和社会稳定带来了新的挑战。本项目将从类ChatGPT人工智能技术介入网络舆情传播方式及其传播过程中的风险及其对公共认知和价值观造成的影响出发,探索类ChatGPT人工智能对于网络舆情的作用机制与效能,从而探讨应对之策,为有效降低人工智能技术介入网络舆情时产生的负面影响提供借鉴,从而促进形成健康的网络舆论环境,维护网络信息环境的安全与和谐。
Public opinion has emerged as a critical force shaping national security,social stability,and checks and balances on power,profoundly influencing global political,economic,and cultural security dynamics.In recent years,the widespread adoption of ChatGPT-like artificial intelligence(AI)has accelerated the evolution of the digital era while intensifying the complexity of international discourse competition,political maneuvering,and the safeguarding of national security.The proliferation of ChatGPT-like AI technologies raises ethical dilemmas,privacy concerns,and legal accountability issues,simultaneously posing novel challenges to maintaining national security and social stability.This project will explore the mechanisms and effectiveness of ChatGPT-like artificial intelligence(AI)technologies in online public opinion governance by analyzing the risks arising from their intervention in the dissemination process of network public opinion,as well as their impacts on public cognition and values.The study aims to propose countermeasures and provide insights for mitigating the negative effects of AI technologies in online public opinion scenarios.Ultimately,it seeks to facilitate the formation of a healthy cyberspace discourse environment while safeguarding the security and harmony of the networked information ecosystem.
