摘要
卓越工程师作为一支重要的国家战略人才队伍,是支撑高水平科技自立自强,实现中国式现代化的重要人才力量。随着科技革命和产业革命加速演进,培养我国卓越工程师人才不仅要思考“培养什么样的人、如何培养人、为哪类用人主体培养人”等问题,还要回答时代变革中“哪些胜任力最有价值”这一问题。本文在总结国际工程联盟(IEA)、欧洲工程师协会联盟(FEANI)等机构的工程师能力标准要求基础上,综合借鉴国际代表性工程组织能力评价标准,分析各能力要素、创建方法和结构特征,并结合新时代要求提出我国卓越工程师胜任力标准。具体来看,基于工程性与创新性、国际等效和国内衔接的基本原则,我国卓越工程师胜任力标准包括知识与理解、工程伦理、专业能力和可迁移能力4个维度共15条通用能力。
As an important national strategic talent team,outstanding engineer is an important talent force to support the self-reliance of high-level science and technology and realize the modernization of Chinese style.With the accelerated evolution of scientific and technological revolution and industrial revolution,the cultivation of outstanding engineer talents must not only think about“who to train,how to train people,and for whom to train people”,but also answer“what ability is most valuable”in the changing era.On the basis of summarizing the requirements of the International Engineering Alliance(IEA),European Federation of National Engineering Associations(FEANI)and other institutions’engineering competence standards,this study draws on the international representative engineering organization competence evaluation standards,analyzes the elements of each capability,the creation method and the structure characteristics.Combined with the requirements of the new era,propose a engineer competency model.Specifically,the outstanding engineer competency model includes four dimensions of knowledge and understanding,professional competence,transferable ability and engineering ethics,as well as 15 general competency standards.
