乡村振兴背景下乡村学前教育的发展内涵、行动原图与拓展路径 被引量:1

The Development Connotation,Original Action Plan,and Expansion Pathway of Rural Preschool Education in the Context of Rural Revitalization

摘要 全面实施“乡村振兴”战略的背景下,乡村学前教育为融入所在区域乡村振兴的整体布局,要自主求变,从全要素视角重新探索乡村学前教育发展新内涵;要通过框架建构、对标自纠、督导评估等手段,按行动原图落实乡村学前教育发展行动;要拓展发展路径,关注区域不平衡问题,通过专项行动强化乡村学前教育各类主体的功能,推动乡村学前教育发展从单一幼儿园建设向乡村学前儿童公共教育与服务体系建构转变。构建新型乡村学前教育质量保障体系,需搭建以提升政策执行力为外引擎的区域治理框架,开展以区域督导为内引擎的微观教育督导,全景式反思乡村学前教育的进阶样态,始终锚定学前教育对乡村学前儿童终身发展的奠基性价值,推动乡村学前教育可持续发展。 Under the backdrop of comprehensively implementing the rural revitalization strategy,rural preschool education must proactively seek transformation to integrate into the overall rural revitalization framework of its region.It should redefine the new connotation of rural preschool education development from an all-factor perspective.Through framework construction,self-assessment against benchmarks,supervision and evaluation,the development of rural preschool education must be implemented according to the original action plan.Development pathways should be expanded,with attention paid to regional imbalances.Special initiatives should be undertaken to enhance the functions of various stakeholders in preschool education,promoting the shift from singular kindergarten construction to the establishment of a public education and service system for rural preschool children.To build a new quality assurance system for rural preschool education,it is necessary to establish a regional governance framework with improved policy implementation as the external engine and conduct micro-level educational supervision with regional oversight as the internal engine.A panoramic reflection on the progressive models of rural preschool education should be carried out,consistently anchoring the foundational value of preschool education in the lifelong development of rural children,thereby driving the sustainable development of rural preschool education.
