摘要
基层治理是实现国家治理体系和治理能力现代化的基础工程,党的领导是国家治理的根本保证。加强党建引领基层治理,是有效破解基层治理核心作用发挥难、思想共识凝聚难、资源统筹整合难、民生需求满足难、治理效能提升难等问题的改革方略。推进党建引领基层治理改革,必须健全党建引领基层治理总揽全局、协调各方的领导体系,坚持大抓基层、大抓基础的鲜明导向,完善事权清晰、责能相适的事项清单,创新科学精准、务实管用的工作方法,促进国家意志和社会意愿的有效沟通、有为行动和有序运行,不断巩固党的执政基础、夯实国家稳定基石、提高群众生活品质。
Grassroots governance is a fundamental project for modernizing the national governance system and governance capacity,and the leadership of the Party is the fundamental guarantee for national governance.Strengthening the leading role of Party building in grassroots governance is a reform strategy that effectively addresses the difficulties in grassroots governance,such as the difficulty in giving full play to the core role,the difficulty in consolidating ideological consensus,the difficulty in integrating resources,the difficulty in meeting people’s livelihood needs,and the difficulty in improving governance efficiency.To advance the reform of grassroots governance led by the Party building,it is necessary to improve the leadership system in which the Party leads the overall situation and coordinates all parties,adhere to the clear orientation of focusing on the grassroots and the foundation,improve the clear list of matters with clear powers and responsibilities and corresponding capabilities,and innovate scientific,precise,practical and effective working methods.Only in this way can effective communication,proactive actions and orderly operation between the will of the state and the will of society be promoted,continuously consolidating the Party’s governance foundation,consolidating the cornerstone of national stability and improving the quality of life of the people be achieved.
