摘要
随着人口老龄化形势日益严峻,如何推动我国养老保障高质量发展,不仅是事关保障和提升老年人生活品质的重要民生事业,也是关切落实积极应对人口老龄化国家战略的重要发展议题。推动养老保障高质量发展的前提在于全面研判人口老龄化形势,把握超大规模、超快速度、超高水平、超级稳定的主要特征,使用科学指标、科学逻辑、科学概念、科学思维积极审视。关键在于完整把握养老保障体系演进的核心向度,从养老保险和养老服务出发,回顾和总结我国养老保障的实践历程和问题挑战。重点在于综合推动养老保障高质量发展,在实现养老保险可持续发展以及促进养老事业和养老产业协同发展的改革进路中,实现中国式现代化的“民生为大”价值追求。
As the situation of population aging becomes increasingly severe,promoting the high-quality development of elderly care security in our country is not only a crucial livelihood endeavor that concerns the protection and enhancement of the quality of life for senior citizens but also an important developmental issue related to implementing a proactive national strategy to address population aging.The prerequisite for advancing high-quality elderly care security lies in comprehensively assessing the demographic aging landscape,grasping its key characteristics-namely,large scale,rapid pace,high level,and remarkable stability-while employing scientific indicators,logical reasoning,conceptual frameworks,and analytical thinking.The focus should be on fully understanding the core dimensions of the evolution of the elderly care security system.This involves starting from both pension insurance and eldercare services to review and summarize China’s practical journey as well as its challenges in elderly care security.The emphasis must be placed on comprehensively promoting high-quality development in this sector.By achieving sustainable development in pension insurance while facilitating coordinated growth between eldercare initiatives and industries through reform pathways,we can realize China's modernization goal centered around“people’s livelihoods.”
