摘要
在城市化快速推进与居民对高品质公共空间需求持续增长的背景下,公园绿地开放共享已成为城市绿色空间治理的重要议题。基于政策梳理与数据统计分析,系统剖析了南京市公园绿地开放共享的现状特征,并从公园类型、开放空间构成及区域差异等方面深入解析。结果表明:南京市开放共享的公园类型以综合公园为主,草坪为主要活动载体,不同区域间开放程度差异显著。当前,南京市公园绿地开放共享仍面临空间布局与功能失衡、开放机制不健全、管理与维护成本高昂、公众参与度不足及市场化运营模式滞后等问题。针对以上问题,提出了优化空间布局与功能配置、完善开放共享政策与标准体系、创新养护管理模式与技术支撑、激活社会共建共享机制、推动市场化与产业化协同发展等策略,以期为南京市及其他城市公园绿地开放共享的有效治理提供参考。
Against the backdrop of rapid urbanization and growing public demand for high-quality open spaces,the opening and sharing of urban park green spaces has become a key issue in urban green space governance.Based on policy review and statistical analysis,this study systematically examines the current status and characteristics of park green space opening and sharing in Nanjing.It provides an in-depth analysis from the perspectives of park types,open space composition,and regional differences.The results show that comprehensive parks dominate the open and shared park types in Nanjing,with lawns serving as the primary activity areas,and significant variations observed in opening degrees across different districts.However,the practice of park green space opening and sharing in Nanjing still faces several challenges,including imbalanced spatial layout and functional configuration,incomplete opening mechanisms,high management and maintenance costs,low public participation,and lagging market-oriented operation models.In response to these issues,this paper proposes targeted strategies,such as optimizing spatial layout and functional configuration,improving policies and standard systems,innovating maintenance and management approaches,enhancing public participation and co-governance,and promoting coordinated development of marketization and industrialization.These findings and recommendations aim to provide a scientific reference for the effective governance of park green space opening and sharing in Nanjing and other cities.
