摘要
目的:基于数据包络分析法构建城市非营利性养老机构服务绩效评价指标体系。方法:基于数据包络分析法多投入、多产出的原则,采用文献分析法构建城市非营利性养老机构服务绩效评价指标体系条目池,选取我国15名专家进行德尔菲专家函询,确定评价指标体系,通过层次分析法确定指标权重。结果:进行2轮专家函询,问卷有效回收率均为100%,专家权威系数为0.85。第2轮专家函询指标重要性均分为3.33~5.00分,满分率为20%~100%,变异系数为0.00~0.28,肯德尔和谐系数为0.305(P<0.01)。最终构建的城市非营利性养老机构服务绩效评价指标体系分为投入和产出2个维度,共5项一级指标、11项二级指标、38项三级指标。结论:构建的城市非营利性养老机构服务绩效评价指标体系具有一定的科学性、可靠性,可为城市非营利性养老机构服务的绩效评价和持续质量改进提供依据。
Objective:To construct a service performance evaluation index system for urban non⁃profit elderly care institutions based on data envelopment analysis.Methods:Based on the multi-input and multi-output principles of data envelopment analysis,preliminary pool of service performance evaluation index system for urban non⁃profit elderly care institutions was established through literature analysis.The final evaluation index system was conducted by Delphi expert consultation involving 15 experts.And the indicator weights were determined using analytic hierarchy process.Results:Two rounds of expert consultation were completed.The valid questionnaire recovery rate was 100%in both rounds.Expert authority coefficient was 0.85.In the second round,the mean scores for indicators importance ranged from 3.33 to 5.00.The full⁃score rates ranged from 20%to 100%.The coefficient of variation ranged from 0.00 to 0.28.The Kendall's W value was 0.305(P<0.01).The finalized evaluation index system comprised 2 dimensions(input and output),including 5 first⁃level indicators,11 second⁃level indicators,and 38 third⁃level indicators.Conclusions:The constructed service performance evaluation index system for urban non⁃profit elderly care institutions demonstrated scientific and reliable.It could provide evidence for performance assessment and continuous improvement of service quality in urban non⁃profit elderly care institutions.
