摘要
在全球气候治理体系重构与可持续发展范式转型背景下,四川省作为清洁能源大省,肩负优化能源结构、支撑国家实现“碳达峰、碳中和”目标的关键使命。文章基于2006—2022年四川省17个地级市面板数据,构建改进的超效率SBM-DEA三阶段模型,将碳排放量纳入全要素能源利用效率评估体系进行测评。研究发现:剔除外部环境影响后,四川省四大经济区效率呈现“四川平原>川南>川西>川东北”的梯度特征,区域差异显著,超60%地级市能源利用效率不足,仅成都、绵阳达优。基于此,文章提出分区对策建议:平原区推进工业绿电替代,川南布局水电制氢与循环经济,川东北发展天然气综合利用及“光伏+农业”,川西建设风光水储一体化基地及低碳化生态旅游。
Against the backdrop of the restructuring of the global climate governance system and the transformation of the sustainable development paradigm,Sichuan,as a major province of clean energy,shoulders the critical mission of optimizing its energy structure and supporting the nation in achieving its"carbon peaking and carbon neutrality"goals.Based on panel data from 17 prefecture-level cities in Sichuan from 2006 to 2022,this study constructs an improved three-stage super-efficiency SBM-DEA model,incorporating carbon emissions into the total-factor energy utilization efficiency evaluation system.The research finds that after eliminating the impact of the external environment,Sichuan's four economic zones exhibit stratified efficiency rankings:Sichuan Basin>Southern Sichuan>Western Sichuan>Northeastern Sichuan,with significant regional disparities.Over 60%of prefecture-level cities exhibit insufficient energy utilization efficiency,with only Chengdu and Mianyang reaching optimal levels.Based on these findings,the article proposes targeted policy recommendations:the basin region should advance industrial green electricity substitution;Southern Sichuan should deploy hydropower-based hydrogen production and develop a circular economy;Northeastern Sichuan should focus on comprehensive natural gas utilization and"photovoltaic+agriculture"integration;and Western Sichuan should build integrated wind-solar-hydro-storage bases and develop low-carbon ecotourism.
