摘要
应急领导小组是一项极富中国特色的应急指挥组织体制,不仅发挥着加强党对应急指挥活动的政治领导作用,而且承担了议事协调的行政职能,发挥组织决策与部门协调的双重功能。根据党政和部门间关系的不同,应急领导小组可分为“政党—指令型”“政府—指令型”“政党—协作型”“政府—协作型”等不同类型,对应着不同的党政权责配置以及部门间的关系状况。组织结构、组织权威、组织激励、组织机制的嵌入再造是应急领导小组实现统合式治理的主要驱动逻辑。灵活性与机动性是应急领导小组的主要组织优势,但在机构设置、部门职责、组织运行等方面仍存在规范化与法治化的优化空间。
Emergency leadership group(ELG)is an emergency command organizational system with Chinese characteristic.It not only strengthens the Party's political leadership over emergency command activities,but also undertakes administrative functions of deliberation and coordination,fulfilling the dual roles of organizational decision-making and inter-departmental coordination.Based on the different relationships between the Party and government and between departments,ELGs can be categorized into types,corresponding to distinct configurations of Party and government responsibilities and power,as well as varying inter-departmental relationship dynamics.The embedded restructuring of organizational structure,organizational authority,organizational incentives,and organizational mechanisms constitutes the primary driving logic through which ELGs achieve integrated governance.Flexibility and agility are the main organizational advantages of ELGs.However,there remains room for optimization in terms of standardization and legalization concerning institutional setup,departmental responsibilities,and organizational operations.
