摘要
特朗普重返白宫以来,不断发表觊觎他国领土和资源的言论,美国多方面拒绝承担国际义务,退出一系列国际合作机制,对世界各国高举关税制裁大棒,将威胁和霸凌作为重要外交手段。特朗普政府的这种对外政策让世界各国错愕不已,也引发了美国建制派的激烈批判。人们普遍认为特朗普政府显著改变了二战后几十年来的美国外交传统和政策方向,将从根本上重塑美国与世界的关系,并使自由主义国际秩序陷于崩塌状态。大国竞争特别是对华开展战略竞争,是特朗普对外政策核心内容。如何认识特朗普政府对外政策的本质特征,特朗普重返白宫将对国际政治秩序、美国同盟体系、国际金融体系、国际贸易体系等产生哪些影响,均为社会各界高度关注的重大问题。《东北亚论坛》邀请部分专家召开“特朗普重返白宫与国际秩序演变趋势”座谈会,就上述问题展开专题研讨。现择发其中5位学者的发言稿,供学界同仁参考和批评指正。
Editor's Note:Since returning to the White House,Donald Trump has repeatedly made statements coveting the territories and resources of other countries.The U.S.has refused to fulfill its international obligations in multiple areas,withdrawn from a series of international cooperative mechanisms,wielded the"big stick of tariffs"against countries worldwide,and elevated threats and bullying into key diplomatic tools.These foreign policy approaches by the Trump administration have stunned countries across the globe and provoked fierce criticism from the U.S.establishment.It is widely believed that the Trump administration has significantly altered the decades-long tradition and direction of U.S.foreign policy since the end of the Second World War,fundamentally reshaping America's relationship with the world and pushing the liberal international order to the brink of collapse.Great-power competition,especially strategic competition with China,lies at the core of Trump's foreign policy.Understanding the essential nature of the Trump administration's foreign policy,and the implications of Trump's return to the White House for the international political order,the U.S.alliance system,the international financial system,and the global trading regime are issues of intense concern across societies.The Northeast Asia Forum invited experts to a symposium titled"Trump's Return to the White House and the Evolution of the International Order,"where these issues were discussed in depth.Excerpts from the contributions of five authors are presented below for academic reference and critical discussion.
