摘要
主权国家的全球治理能力是建立在综合实力基础之上的,是饱含价值理念追求的综合性能力。一国全球治理能力的构建与发挥既是对全球治理体系能动作用的体现,同时也受到全球治理体系权力结构和观念结构的制约。当前全球治理体系陷入困顿,全球性问题层出不穷,全球治理赤字恶化。中国作为负责任大国,作为治理体系中的关键行为体,全球治理能力的发挥就显得尤为重要。“三大全球倡议”的提出是中国全球治理能力提升后的必然选择,也反映了中国塑造全球治理能力的价值理念追求,同时也是中国提升本国全球治理能力的必经之路。但是,中国在落实“三大全球倡议”之时,不但面临对提出动机和落实行为的质疑之声以及与之相伴而来的阻挠行动,同时也面临治理体系观念失范引起的困境。
The global governance capacity of a sovereign state is a comprehensive capability imbued with value-oriented pursuits,which is based on its overall national strength.The development and exercise of a country's global governance capacity is not only a manifestation of its proactive role in the global governance system,but also subject to the constraints of the power structure and conceptual structure of the global governance system.At present,the global governance system is in a dilemma,with a growing number of global issues and a worsening global governance deficit.As a responsible major country and a key actor in the governance system,the exercise of China's global governance capacity is particularly important.The proposal of the"Three Major Global Initiatives"is an inevitable choice after the enhancement of China's global governance capacity.It ref lects China's value-oriented pursuit in shaping its global governance capacity and is also an essential path for China to improve its own global governance capacity.However,while implementing the"Three Major Global Initiatives,"China is not only confronted with skepticism regarding its motives and implementation actions,as well as the resulting obstructionist moves,but also with dilemmas caused by the lack of a standardized conceptual framework in the governance system.
