摘要
数据要素作为现代新型生产要素是数实深度融合、培育企业新质生产力的核心驱动源泉。如何促进企业数据要素转化为创新价值,赋能企业高质量发展已成为业界研究热点。结合生态系统理论,构建数据要素价值化生态机制,并从数据要素资产、数字技术应用、数据管理制度、数据流通交易、数据人才培养、数据风险管控等维度出发进行策略支撑,进而提升企业微观层面上数据要素价值利用效能,实现数据要素乘数效应,为推动“数据企业”场景设计与价值实现提供理论新范式。
As a new type of modern production factor,data elements are the core driving source for the deep integration of the digital and physical worlds and the cultivation of new high-quality productive forces in enterprises.How to promote the transformation of data elements in enterprises into innovative value and empower the high-quality development of enterprises has become a research hotspot in the industry.Combining with the ecosystem theory,this paper constructs an ecological mechanism for the value realization of data elements,and provides strategic support from the dimensions of data element assets,digital technology application,data management system,data circulation and transaction,data talent cultivation,data risk control,etc.Furthermore,it improves the efficiency of the utilization of the value of data elements at the micro level of enterprises,realizes the multiplier effect of data elements,and provides a new theoretical paradigm for promoting the scenario design and value realization of"data enterprises".
