摘要
构建公共数据治理体系有助于提升公共数据治理水平,加快数字中国建设,推进中国式现代化。中国式现代化的历史逻辑和现实逻辑决定了公共数据治理体系的构建应坚持数据发展主义,推动中国在数据治理领域实现“先发”优势;决定了我国公共数据治理体系应该兼具一般性和特殊性的功能,即实现安全与发展相统筹、短期目标与长远发展相统筹、公共性与市场性相统筹。然而,公共数据治理体系的构建除了遵循应然的原则性要求,还必须服从于政治制度的结构关系,如条块关系和央地关系。在特定的目标、功能与结构关系下,构建公共数据治理体系必须坚持加强党的全面领导,推动政府更好对公共数据进行治理;坚持发挥各地自主性的同时更加重视加强中央顶层设计;坚持推动公共数据治理体系的主体多元与生态建设,由此更好构建我国公共数据治理体系。
The construction of the public data governance system helps to improve the governance level of public data,accelerate the construction of digital China,and promote the realization of Chinese-style modernization.The historical and practical logic of Chinese-style modernization determines that the construction of the public data governance system must adhere to data developmentalism.It promotes China to achieve“first mover”advantages in the field of data governance.It also determines that Chinese public data governance system should possess both general and special functional attributes,namely,coordinating security and development,balancing short-term goals with long-term development,and integrating public welfare with market orientation.However,the construction of a public data governance system must not only comply with the principle requirements that should be followed,but also be subject to the structural relationships of the political system,such as the tiao-kuai relationship,and the relationship between central and local governments.Within the context of specific objectives,function and structural relationships,in order to build a public data governance system,it is necessary to strengthen the comprehensive leadership of the Party and promote better governance of public data by the government,emphasize central top-level design while leveraging local autonomy,and promote the pluralism of governance subjects and the ecological construction of public data governance system.Therefore,we can better construct the public data governance system in China.
