摘要
加快形成农业新质生产力有赖于广泛借助数字赋能作用,这就要求有源源不断的数据要素保障。可信数据空间作为专司数据要素治理的关键技术设施,在可信管控、资源交互、价值创造三大能力综合作用下,有助于实现数据要素高效流通与共享共用,深入全面地激发涉农领域数字技术赋能效应,为加快形成农业新质生产力提供长续助力。具体而言,可信数据空间将通过驱动涉农领域科技创新、优化农业生产经营决策、提升农业生产过程数智化水平、强化乡村产业链协同效应等逻辑,为加快形成农业新质生产力奠定良好社会经济前提。面对乡村社会数字素养整体不足、数字基础设施不健全、数字制度规范建设滞后、数字权益保障困境等障碍,需要秉承人本主义、技术驱动、制度保障、安全底线四项基本原则,通过加强乡村社会数字素养建设、健全乡村数字基础设施网络、推进乡村数字制度规范建设、强化乡村社会数字权益保障等对策加以破解,全面激发可信数据空间的独特优势。
Accelerating the formation of agricultural new-quality productivity depends on extensive use of digital empowerment,which requires steady stream of data to guarantee.As key technical facility specializing in the governance of data element,under the combined effect of major capabilities of credible control,resource interaction and value creation,trusted data space can help to realize the efficient circulation and sharing of data element,stimulate the empowering effect of digital technology in the field of agriculture in an in-depth and comprehensive manner,and provide long-term assistance for accelerating the formation of agricultural new-quality productivity.Specifically,trusted data space will lay a good socio-economic premise for accelerating the formation of agricultural new-quality productivity by driving scientific and technological innovation in agriculture-related fields,optimizing decision making in agricultural production and management,enhancing the level of digital intelligence in the agricultural production process,and strengthening the synergistic effect of the rural industrial chain and other logic.In the face of obstacles such as the overall lack of digital literacy in rural society,unsound digital infrastructure,lagging behind in the construction of digital institutional norms,and difficulties in the protection of digital rights,it is necessary to adhere to four basic principles:humanism,technology driving,institutional safeguards,and safety bottom line,and to crack these obstacles through the strengthening of the construction of rural society's digital literacy,the development of a sound digital infrastructure network in the countryside,the promotion of the construction of digital institutional norms in the countryside,and the strengthening of digital rights of the rural society.Countermeasures such as strengthening the digital literacy of rural society,improving the rural digital infrastructure network,promoting the construction of rural digital system norms,and strengthening the digital rights and interests of rural society should be taken to stimulate the unique advantage of trusted data space.
