摘要
文章从市场失灵和治理失灵理论入手,将相关理论扩展至世界市场和全球经济治理,并基于“双失灵”理论解释全球经济治理为什么需要改革、需要改革什么以及如何进行改革等问题。当前全球经济治理存在外部性、公共产品、垄断、信息不对称等市场失灵问题,以及决策机制缺陷、治理成效弱化、治理能力不足等治理失灵问题。基于“双失灵”理论探讨现阶段全球经济治理中的突出问题,可以为全球经济治理改革提供方向性的思路。未来,全球经济治理改革既要通过提升机制有效性缓解世界市场失灵问题,也要通过强化机制合法性解决治理失灵问题。文章以WTO、IMF和世界银行改革为例,提出了以功能性改革为主、功能性改革和机制性改革相结合的改革方案。
Starting with the theories of market failure and governance failure,this paper extends the relevant theories to the world market and global economic governance,and explains why global economic governance needs to be reformed,what needs to be reformed and how to carry out the reform based on the theory of"dual failure".The current global economic governance faces the problems of market failure such as externality,public goods,monopoly and information asymmetry,as well as the problems of governance failure such as defective decision-making mechanism,weakened governance effectiveness and insufficient governance capacity.To explore the prominent problems in the current global economic governance based on the theory of"dual failure"can provide directional ideas for the reform of global economic governance.In the future,the reform of global economic governance should not only alleviate the problems of world market failure by enhancing the effectiveness of the mechanism,but also address the problems of governance failure by strengthening the legitimacy of the mechanism.Taking the reforms of WTO,IMF and the World Bank as examples,this paper proposes a reform program that focuses on functional reform and combines functional and mechanistic reforms.
